There have been dramatic changes in the workforce over the years, and yet employees are still bound by outdated federal workforce rules from the 1930s. That is why the House recently passed the Working Families Flexibility Act (WFFA) of 2017. If enacted, the WFFA will give employees who work overtime the option of either paid time off or time-and-a-half pay as compensation.
Given that so many households are fueled by multiple jobs, leaving fewer options for personal or family time, this change would give workers a legal alternative for meeting their unique needs. This option that has long been offered to government employees.
The WFFA will also allow employees to accrue up to 160 hours of comp time each year. If there is unused time at the end of the year, the employer would be required to pay cash wages at the overtime rate of time-and-a-half. Workers would be free to “cash out” their accrued comp time whenever they choose.
